I agree with esspee! Flippin fools. We used to own a computer sales and repair shop, and we would never have sent back a PC in that condition.

    I was telling my man, and he reckons that you have an operating system but don't have Office (or your equivalent). He thinks it will be a basic operating system, and you will need to reinstall everything else.

refuse to pay them! how dare they? if the windows wont load ask them to do a diagnostics on Hard drive to see if there is any issue.

Windows wont "not load" unless they are doing something wrong or the hardware is faulty!

yep that sounds very dodgy refuse to pay them it sounds like they are onto a scam I mean how do they get on the internet without an O.S. sounds like they have messed up but still want paying! tell them to fix it first then if they do fix it properly then pay.
